Canada routes beyond Express Entry and study permits.

Provincial entrepreneur streams, the Quebec investor route, the Start-up Visa, the self-employed programme, and community pilots that hand out PR with a job offer. Each page says who it is for, what it costs, and whether it is open today.

Ask which route is actually open before you plan around it.

Questions we get on this

  • No — the old federal investor programme is closed. What replaced it is the provincial entrepreneur streams: you buy or start a business in a province and are nominated for PR. The only passive-investment PR route left is the Quebec Immigrant Investor Program, reopened in 2024 with a French requirement.

  • No. Almost every stream is a two-step: temporary entry to establish the business under a performance agreement, then nomination once you meet its terms. Plan for two to three years.

  • No. Arranging overseas employment needs an MEA Recruiting Agent licence, which Lifeset Overseas does not hold. Those pages are information only. If you already hold a designated job offer, we can advise on the PR paperwork.

  • As of September 2026 the federal intake remains paused and IRCC has not announced a reopening date. Check the IRCC page for the current position before paying anyone to prepare a file.

  • Yes — Express Entry French-language category draws need no job offer and have had some of the lowest CRS cut-offs of any draw. The Francophone Community Immigration Pilot, by contrast, needs a job offer from a designated employer.
