Hungary Guest Investor Programme: a ten-year Schengen permit for €250,000 — and the property route that never opened

Hungary came back to the golden visa market in 2024. It offers the longest permit anywhere in the Schengen area — ten years, renewable for ten more — at one of the lowest prices. Indian investors came expecting the €500,000 property option that was announced at the same time. That option was cancelled before it ever started. What you can actually get is a €250,000 subscription to a regulated real-estate fund, or a €1 million donation. This page explains both, without the sales talk.

How your money qualifies for Hungary

Real-estate fund units

Hold: Five-year unit maturity; permit renewable while held

Units in a fund registered with the Hungarian National Bank. The fund must keep at least 40% of its net assets in Hungarian homes. You own units, not a flat. You must complete the purchase within 93 days of first entering Hungary on the guest investor visa.

Donation to higher education

Hold: Gift — not recoverable

A gift to a public-interest trust that runs a Hungarian university. Very few choose it. It exists for families who do not want the fund’s five-year lock.

Arriving in Hungary before the money can leave India

The 93-day window gives no second chances. If your LRS transfers are not planned before you enter, the clock runs out while the rupees are still in India.

Being sold “buy a Budapest flat for the visa”

That route was cancelled before it started. Buying any property is separate from the programme and gives no permit.

Assuming the permit becomes settlement

Ten years is a long permit. It is not a promise of permanent residence or citizenship. Becoming Hungarian needs real residence, the language, and time.

Treating the fund as guaranteed

These funds are regulated, but they are real-estate funds with real-estate risk. You get out when the units mature, not whenever you want.

The India side nobody explains

One person, one financial year

At 2026 exchange rates, €250,000 is just above the yearly LRS limit of US$250,000. Usually this is solved by sending the money in two parts, one before and one after the March end of the financial year, or by the spouse sending the balance. But the fund purchase must still be finished within 93 days of entering Hungary. Your entry date, the transfer dates and the financial year all have to be planned together.

Units, not property: a portfolio investment on the Indian side

The qualifying asset is fund units, not a property you own directly. So on the Indian side the transfer is a portfolio investment under LRS, not a foreign property purchase. You still report the foreign asset in Schedule FA every year. Anything the fund pays you is taxable income in India, with credit under the India–Hungary treaty.

The ten-year permit does not give you a European tax life

There is no minimum stay, so most Indian holders never become tax residents of Hungary. That is the whole point of this product: travel in Europe, with your tax home in India. If you plan to actually move, Hungary’s tax and residence rules become a completely different conversation.

The 20% TCS applies here too

From April 2026, any part of the transfer above ₹10 lakh in a financial year for investment carries 20% tax collected at source. Budget for it as money that goes out for a while, on top of the €250,000.

Questions people ask us about Hungary Guest Investor Programme

  • No. The €500,000 home-purchase option announced in 2024 was removed before it came into force. The programme works on €250,000 in registered real-estate fund units, or a €1,000,000 donation to a higher-education trust.

  • Ten years, renewable once for another ten. That is the longest first permit of any Schengen investment programme.
