Azerbaijan visa guideAn Indian businessperson visiting Azerbaijan for meetings, talks or a trade fair has two routes. The ASAN e-visa is issued online at evisa.gov.az within 3 working days and allows one entry and up to 30 days. A business visa from the Embassy of Azerbaijan in New Delhi needs an invitation that your Azerbaijani host requests from the Ministry of Foreign Affairs in Baku, and can be single or multiple entry.
The embassy says its visa process generally takes 5 to 10 working days. Neither route allows paid work in Azerbaijan, which needs a work visa.
Do Indians need a visa for a business trip to Azerbaijan, and which one?
Yes. An Indian businessperson has two legal ways in, and the choice depends on the trip, not on preference.
- The ASAN e-visa. Issued online at evisa.gov.az, single entry, up to 30 days inside a 90-day validity. Many business travellers use it for a short round of meetings or a trade fair. Its conditions exclude only two things: paid work, and journalism or filming without accreditation from Azerbaijan's Ministry of Foreign Affairs (MFA).
- A business visa from the Embassy of Azerbaijan in New Delhi. This one starts with an invitation that your Azerbaijani host requests from the MFA in Baku. The host's letter states the purpose, how long the invitation runs (up to 180 days for business) and whether the visa should be single or multiple entry.

Azerbaijan expects the visa to match the visit. The State Migration Service says the declared purpose of a visitor's arrival must correspond to the type of visa issued, and Azerbaijan issues entry visas for business, employment and tourism as separate purposes. If you are going back and forth to a partner company, or your host wants you on a business visa, take the embassy route. Paid work is a third route altogether (see below).
Where do applicants from Punjab apply?
The e-visa is filed on the official portal, evisa.gov.az, from wherever you are. There is no centre, appointment or biometric step.
The business visa goes through one office only. The Embassy of Azerbaijan in New Delhi takes visa applications at its consular section on Paschimi Marg, Vasant Vihar, and says it has no representative office or authorised institution anywhere else in India. A trip to Delhi is therefore part of the plan for anyone in Punjab, Haryana or Chandigarh.
How the embassy works:
- Form first. Fill in the application on the MFA's visa application portal, visaapplication.mfa.gov.az. The embassy accepts only new applications made through it. That portal is not for e-visas.
- In person. You submit yourself. If you have a good reason not to come, an authorised representative can submit with a notary-approved authorisation letter and their own identity document.
- No post, no courier. The embassy does not accept documents sent that way.
- Two days a week. The consular section works on Tuesdays and Fridays, with documents handed in during the morning and collected in the afternoon.
- Fee to the embassy's bank account. The embassy's visa page gives an RBL Bank account in Vasant Vihar for the state fee.
Which documents depend on your situation?
The core of an embassy business file is the invitation, and most of it is prepared in Baku by your host. According to the MFA, an Azerbaijani company inviting a foreigner hands in:
- its application as the inviting party, in 2 copies;
- a letter to the MFA's Consular Department naming the purpose (business), the length of the invitation, single or multiple entry, and the Azerbaijani mission where you will apply, which for you is New Delhi;
- copies of its legal documents (registration certificate, TIN, property deed);
- a copy of your passport;
- the receipt for a 4 AZN state fee.
Check the letter before it is filed. If it names the wrong mission or the wrong number of entries, your application in Delhi will not match it.
Your own file follows Article 36 of the Migration Code: the application form, your passport (valid at least 3 months beyond the visa you are asking for) with copies of its main pages, two colour photos of 3 cm by 4 cm, a copy of medical insurance unless your host undertakes to pay for medical services, the state fee receipt, and the inviting party's application with a document proving the purpose of the invitation.

Azerbaijan's list does not name ITRs or a GST certificate. What it does ask for is the invitation and proof of its purpose, so put your effort there.
How much is the Azerbaijan business visa fee for Indians?
At the embassy, the state fee is USD 20 for a single-entry visa and USD 350 for a multiple-entry visa, and it is not returned if the visa is refused. Your host pays a 4 AZN state fee in Azerbaijan for the invitation. On the e-visa route you pay a USD 20 state fee and a USD 9 service fee online, also non-refundable. How long does it take, and when should you apply?
Count two stages for the embassy route. First the invitation, which your host arranges in Baku; the MFA's Consular Department receives invitation documents on three weekdays. Then your application: the embassy says the visa process generally takes 5 to 10 working days, and the MFA's rules set an outer limit of fifteen days from the date of application. A two-working-day turnaround exists only for urgent medical treatment, or the serious illness or death of a close relative living in Azerbaijan, with documents to prove it.
UK travel advice tells British travellers needing a business visa to contact the Azerbaijani embassy at least one month before travel. From India, the same margin is sensible: start the invitation a month or more before your meetings.
On the e-visa route, a standard e-visa is issued within 3 working days and an urgent one within 3 hours.
Why do Azerbaijan business visas get refused for Indian applicants?
The MFA says a visa application is rejected, and an existing visa cancelled, in the cases listed in Article 16 of the Migration Code. For business visitors these are the ones that matter.
A purpose that does not match the visa
Entry is refused to anyone who gave wrong information about the purpose of the visit, or who broke the declared purpose during an earlier stay. Both carry a ban of 5 years. A business visa used for paid work, or an e-visa used to start a job, is the textbook case.
An invitation that does not line up
Your file must carry the inviting party's application and a document proving the purpose of the invitation. If the letter names another mission, other dates or the wrong number of entries, the file does not hold together. Read it before your host files it.
Old fines and old overstays
A visitor who left an unpaid fine for breaking the rules of stay is refused entry until it is paid, and a past expulsion blocks entry until its period runs out. Clear any old penalty first.
A passport that runs out too soon
The MFA requires the passport to stay valid at least 3 months beyond the visa you are applying for. Renew first if a multiple-entry visa would run close to your passport's expiry.
After a refusal, the MFA says a repeated application is considered once the factors that caused the refusal are removed, and that you can complain administratively or go to court over a refusal or a delay. For an e-visa refusal, the portal emails the grounds, and you may then apply at the embassy.
Tips for a stronger file
- Agree the route with your host first. If they plan a multiple-entry invitation, do not book the trip on an e-visa.
- Match every date. The invitation, your form, your employer's letter, your tickets and your hotel booking should describe the same trip.
- Bring proof of insurance. The MFA list asks for a copy unless your host will pay for medical services, and the Embassy of India in Baku asks Indian visitors to carry their insurance papers.
- Mind the registration rule. Anyone staying more than 15 days must be registered at their place of stay. A hotel does it for guests; a company flat needs the owner to do it.
- Fly to Baku. UK travel advice says only entry by air is unrestricted; the land borders with Georgia and Iran are temporarily closed.
- Carry the right paper. An e-visa is a printed A4 page shown with your passport; an embassy visa is issued by the embassy itself.
Can you work in Azerbaijan on a business visa?
No. Azerbaijan's e-visa conditions draw the line clearly: paid work needs a work visa, which sets a stay of up to 90 days, and anyone who will live in Azerbaijan and work needs a work permit as well as a temporary residence permit. Meetings, negotiations and trade fairs are what business visitors do. A salaried job, or paid work on a client's site, needs the work route instead.
Be careful with job offers. The Embassy of India in Baku asks Indians who receive an offer letter from a private Azerbaijani company to send a scan to the embassy for verification before joining, and reminds them that a tourist visa is for tourism only.
