Do Indians need a visa for Azerbaijan, and which one?
Yes, and it is an e-visa. An Indian passport holder going to Azerbaijan on holiday applies online, before flying, for an ASAN Visa: the Republic of Azerbaijan's official electronic visa. India is on the portal's list of countries eligible for it. There is no embassy visit, no biometrics and no appointment.
The e-visa is single entry. It is valid for 90 days and lets you stay up to 30 days within that window. A standard e-visa is issued within 3 working days; an urgent one within 3 hours, holidays included. The decision comes by email, and if the e-visa is refused, the email gives the grounds.

The e-visa covers a visit, not a job. Azerbaijan's e-visa conditions say it gives no right to paid work; that needs a work visa under the Migration Code. Journalists and camera crews must first be accredited by the Ministry of Foreign Affairs (MFA) before they apply.
A longer stay, more than one entry, or a visit the e-visa does not cover means a regular visa from the Embassy of Azerbaijan in New Delhi. Most holidaymakers never need it.
Where do applicants from Punjab apply?
From home, on the official portal at evisa.gov.az. It makes no difference whether you live in Patiala, Ludhiana, Chandigarh or Delhi: there is no jurisdiction and no centre to visit. You need a working internet connection, a clear scan of your passport's photo page, an email address you check, and a bank card.
The portal is run by the State Agency for Public Service and Social Innovations under the President of Azerbaijan. Make sure you are on it, and not on a private website offering the same e-visa:
- Check the address. Azerbaijan's government sites end in .gov.az. The e-visa portal is evisa.gov.az, and it calls itself the official electronic visa portal of the Republic of Azerbaijan.
- Check the fee. The portal charges a USD 20 state fee and a USD 9 service fee for a standard e-visa. A site asking for much more is not the portal.
- Verify an e-visa you were handed. The portal's conditions say you can write to info@evisa.gov.az to check the validity and credibility of an issued e-visa.
VFS Global used to run an Azerbaijan e-visa service for India. Its India page now returns "not found", so use the portal.
The embassy route is different. The Embassy of Azerbaijan in New Delhi accepts visa applications only at its consular section at 41, Paschimi Marg, Vasant Vihar, and says it has no other office or authorised institution in India. You apply in person, or through a representative carrying a notarised authorisation letter. The embassy does not accept documents by post or courier. You first fill in the form on the MFA's visa application portal, visaapplication.mfa.gov.az. That portal does not issue e-visas.
Which documents depend on your situation?
For the e-visa, very little: the portal asks for your details and a scan of your passport's photo page. It does not ask for bank statements, ITRs or a leave letter. What changes with your situation is how you apply and what you carry.

If you need an embassy visa instead, the MFA's list under Article 36 of the Migration Code applies: the online form, a passport valid at least 3 months beyond the visa you want with copies of its main pages, two colour photos of 3 cm by 4 cm, a copy of medical insurance (unless your host pays for medical care), and the fee receipt. A child under 18 travelling without a parent adds a notarised copy of the birth certificate, the parents' permission and copies of their IDs.
Whichever route you take, carry your return ticket, your hotel booking and a copy of your medical insurance. The Embassy of India in Baku asks Indian visitors to carry medical insurance papers.
How much is the Azerbaijan visa fee for Indians?
A standard e-visa costs a USD 20 state fee plus a USD 9 service fee, paid online by Visa, Mastercard, UnionPay or JCB card. The urgent 3-hour e-visa costs more; the portal shows the amount before you pay. There is no child rate: every traveller needs an e-visa of their own, and Azerbaijan's list of fee exemptions does not cover children. Nothing is refunded: not when an e-visa is refused, and not when a typing mistake makes it invalid. Our filing fee is shown at the top of this page.
How long does it take, and when should you apply?
A standard e-visa is issued within 3 working days and an urgent one within 3 hours, regardless of holidays and non-working days. The portal's conditions say to apply at least 3 working days before arrival for a standard e-visa, or 3 hours before for an urgent one.
One detail catches late planners. A standard e-visa's validity starts at least 3 working days after you submit it, so you cannot enter earlier than that even if the email arrives sooner. An urgent e-visa is valid from the day it is issued.
The e-visa is valid for 90 days and becomes invalid if you do not use it within that period, so there is nothing to gain from applying months ahead. Apply once your flights are booked and your dates are firm.
An embassy visa takes longer. The Embassy of Azerbaijan in New Delhi says its visa process generally takes 5 to 10 working days, and the MFA's rules give a maximum of fifteen days from the date of application.
Why do Azerbaijan visas get refused for Indian applicants?
An e-visa can fail at three points: the application is not accepted, the e-visa is refused, or a valid-looking e-visa does not get you through the border. These are the documented causes.
Details that do not match the passport
The portal treats an e-visa with any detail that differs from your passport as invalid, and the applicant carries the responsibility. You cannot correct it; you file and pay for a new one. Copy your name, passport number and dates letter by letter from the passport, and check them before paying.
A passport scan the system cannot read
If the ASAN Visa system cannot read the attached copy of your passport's photo page, the e-visa is rejected. Scan the full page in good light, with no glare on the photo and nothing cut off at the edges. VFS's e-visa notes asked for a JPEG or JPG file of up to 1 MB.
Wrong information, or a past visit that broke the rules
Under Article 16 of Azerbaijan's Migration Code, entry is refused to anyone who gave wrong information about themselves or the purpose of the visit, or who broke the declared purpose of an earlier stay. Both carry an entry ban of 5 years. A tourist e-visa used to look for work is exactly this case.
Unpaid fines or an earlier overstay
Article 16 also bars people who left an unpaid fine for breaking the rules of stay, until the fine is paid, and people expelled earlier whose ban has not expired. Clear any old fine before you apply again.
Passport validity and past trips at the border
Your passport must stay valid for 3 months beyond the e-visa's expiry. UK travel advice adds that anyone who visited certain areas of south-western Azerbaijan, including Khankendi, without permission from the Azerbaijani authorities could be denied entry.
If your e-visa is refused, the conditions say you may apply for a visa at an Azerbaijani diplomatic mission instead. The MFA says a repeated application is considered once the factors that caused the refusal are removed.
Tips for a stronger file
- Apply on the passport you will travel with. The e-visa is tied to that passport. If you renew your passport before the trip, you need a new e-visa.
- Keep two blank pages. VFS's e-visa notes asked for one blank page for the border officer; UK travel advice says two. Follow the stricter rule.
- Plan 6 months of passport validity from arrival. The portal's own rule is 3 months beyond the e-visa's expiry, and on a 90-day e-visa that works out at about the same.
- Use a card that works abroad. VFS's notes asked for a card with 3D Secure that is enabled for international transactions. The card need not be in your name.
- Type your email address carefully. Acceptance, payment, issue and refusal notices all go there. If the email does not come, the portal has a check-status page.
- Print the e-visa. It is an A4 page with a machine-readable code, not a sticker. Show it with your passport at the border, and keep the PDF on your phone too.
- Fly in. UK travel advice says entry by air is unrestricted, while land and sea entry is restricted and the land borders with Georgia and Iran are temporarily closed. Do not plan a Tbilisi to Baku bus.
- Pack carefully. The Embassy of India in Baku asks Indian travellers not to carry metal acupressure items, knuckle-dusters or knives.
How long can you stay, and what if your plans change?
You can stay up to 30 days within the e-visa's validity. To stay longer, apply to the State Migration Service at least 3 days before your permitted stay ends; the MFA says the decision is made within 3 business days. If the extension is refused, you must leave before your stay runs out. A new e-visa can only be applied for after you have left Azerbaijan.
Stays of more than 15 days need registration at your place of stay. The Embassy of India in Baku says Indians can do it online with the State Migration Service or through the MigAz mobile app; a hotel normally does it for you. Registration is free.
Overstaying costs money and time. UK travel advice says an overstayer may have to leave within 48 hours and pay a fine of 300 to 400 Azerbaijani manat, and Azerbaijan law bars re-entry while such a fine is unpaid.
If a job offer reaches you during or after a visit, be careful. The Embassy of India in Baku asks Indians who get a job offer from a private company in Azerbaijan to send it to the embassy for verification before joining, and warns that a tourist visa is for tourism only.
