Canada PR for Indian engineers: the STEM category route, the NOC trap and your family’s score
600. That is how many CRS points a provincial nomination adds. It is why the PNP-only round of 31 August 2026 cleared at 697, while STEM rounds have run well below the CEC line all year. If you hold a BE or BTech and have spent years on sites, in design offices or in a PSU, you have two doors: the STEM category and the provinces. Which one is yours depends on how your duties map to a NOC code. That one decision has quietly sunk more engineering profiles than any language score.

Your degree, your papers
WES or Engineers Canada: pick the report that does two jobs
Your BE or BTech needs an Educational Credential Assessment (ECA). It is a Canadian reading of what your degree is worth, valid for five years. Most people use WES, at about CAD 230 plus courier. Engineers have a second choice. Engineers Canada issues an ECA that IRCC accepts, and it is built so a provincial regulator can later use the same academic check for a licence. If you plan to seek a P.Eng, that report can save you repeating the academic step. If you plan only to work under a licensed engineer, WES is fine. Talk to us for ten minutes before you pay either fee.
AICTE, UGC and NBA
A BE or BTech from an AICTE or UGC-recognised institution assesses normally. NBA-accredited programmes tend to go through with the least trouble. Degrees from deemed universities or distance-mode engineering programmes need a closer look before the fee is paid. We check the institution and the mode of study first.
Site engineer, design engineer, project manager: three codes
The NOC is decided by duties, not by the title printed on your ID card. A site engineer may be 21300. A design engineer may be 21301 or 21310. An engineer whose letter is mostly about budgets, schedules and contractor coordination can map to 70010 Construction managers, a TEER 0 management code outside the STEM category. The same career, described three ways, lands in three different places.
PSU and government engineers
If you work for a PSU, a state electricity board or a government department, the letter must come from the establishment, and it will follow their format. That usually means it names the post and the pay scale but says nothing about engineering duties. We tell you what to request, so the letter can carry the weight the profile needs.
Gulf and overseas project experience
Years spent on projects in the UAE, Saudi Arabia, Qatar, or on secondment anywhere abroad, count as foreign skilled experience just like Indian years. The proof is the same: letters describing engineering duties and hours, with dates that match your passport stamps and contracts. Overseas years that cannot be documented are years that do not exist for IRCC.
Where engineers lose a year
Mapping to a management code by accident
A senior engineer who lists team supervision, cost control and client meetings first is describing a manager. The profile then sits under a TEER 0 code such as 70010, outside the STEM category, waiting for rounds that no longer happen. This is the error we correct most often. It is fixable before filing, not after.
Buying the wrong ECA for your plan
An engineer who wants the P.Eng and buys a WES report may have to repeat the academic check for the regulator. One who will never seek a licence may pay for an Engineers Canada report they did not need. Decide the plan, then the report.
Thinking an employer contact still adds points
Job-offer CRS points were removed in March 2025. A contract from a Canadian firm is not a scoring lever any more, and we do not arrange offers in any case. Ignore anyone who sells it as one.
Guessing the settlement funds
FSW candidates need proof of funds. On IRCC’s 7 July 2025 table: CAD 15,263 for one, CAD 19,001 for two, CAD 23,360 for three, CAD 28,362 for four. Family size counts a spouse and children even if they are not coming, and a loan taken to top up the balance does not count. Check yours at /tools/canada-proof-of-funds-calculator.
Points you can still win
CLB 9 in all four abilities
The largest single lever for an engineer is the language test. At CLB 9, the skill-transfer points that combine language with education and foreign experience become available. The gap between CLB 8 and 9 is often bigger than a whole extra year of experience. IELTS General, CELPIP-General or PTE Core all work. The fee is ₹16,000–18,000, so sit it once, prepared, rather than three times hoping.
The M.Tech, assessed
A master’s degree assessed along with the bachelor’s adds education points and strengthens the transfer combinations. Engineers who did an M.Tech part-time or through a sponsored programme sometimes leave it out, because the mode of study felt less official. Send it for assessment. Let WES or Engineers Canada decide what it is worth.
Your spouse’s language and degree
An Indian engineering household often has two graduates in it. The spouse’s language score and assessed education add points to the main applicant’s total. In some families the spouse should be the main applicant instead. We run the score both ways rather than assume the engineer leads.
French at NCLC 7
The French-language category invited at CRS 391 on 6 August 2026 and 382 on 19 August 2026, around a hundred points below the STEM range. NCLC 7 in reading, writing, listening and speaking is a real project, about a year of serious study for most people. But for an engineer whose CRS is stuck in the 440s it can be the shortest route on the board.

PR is one process. Your licence is another.
The P.Eng is a licence, and PR does not include it
In Canada, signing off engineering work and using the title “engineer” in most provinces needs a licence from the provincial regulator: Professional Engineers Ontario, Engineers and Geoscientists BC, APEGA in Alberta, and others. It is not a condition of PR. We file your immigration without it. What we will not do is suggest the licence is automatic, or that we can get it for you. We can only tell you what the path looks like, so you can plan for it.
Many engineering jobs do not need the licence
A large share of engineering jobs in Canada are done by people working under a licensed engineer who takes responsibility for the output. Design, analysis, site supervision and manufacturing roles are often filled that way. So an Indian engineer landing without a P.Eng is not locked out of the profession. They are limited in what they can stamp. Whether that matters to you depends on the work you want, and it decides which ECA to buy.
What the licence path usually involves
The regulators usually ask for an academic check, a period of engineering experience that generally includes one year in Canada, and an exam on ethics and professional practice. Because the Canadian year cannot be earned from India, the licence normally finishes after landing. Starting the academic check early, through the Engineers Canada ECA, is the one part you can get ahead on from Patiala.

Questions engineers ask us
The codes that matter for most Indian engineers: 21300 civil, 21301 mechanical, 21310 electrical and electronics, 21311 computer engineers other than software, and 21321 industrial and manufacturing. All are TEER 1. Whether your duties fit one of them is what we establish from the letters.
The 2023–24 STEM rounds went between about 475 and 505. The 2026 STEM rounds have run about 20 to 40 points under the CEC rounds of the same period. We do not print a 2026 figure we cannot date. IRCC’s rounds page carries the latest one, and we will read it with you on the call.
No. The licence and the immigration are separate. You can land, work under a licensed engineer, and complete the regulator’s requirements later. The Canadian-experience part usually cannot be finished from India anyway.
Yes, as foreign skilled experience, as long as it is documented with letters that describe engineering duties and hours and match your contracts and passport. It also counts toward the 12-month category rule if it falls within the last three years.
No. We hold a Punjab visa-consultancy licence, not an MEA Recruiting Agent licence, so we do not arrange jobs, LMIAs or work permits. Job-offer points were removed in March 2025 anyway. The BC tech pathway needs an employer, so it is outside what we do.
It is one fee for the family file: ECA and language strategy, the Express Entry profile, CRS optimisation and the complete PR filing for you, your spouse and your children. Government fees, tests and medicals are at cost. A provincial-nomination application is included in the ₹1,19,999 option.
If your CRS is stuck well below the STEM range, the French rounds at 382 and 391 in August 2026 are more than a hundred points lower. Reaching NCLC 7 in all four skills is a year of real study, so it suits someone who is committed and has time. We will tell you if it is your strongest lever or a distraction.
