Canada PR for Indian software professionals: STEM category, no licence, and the letter that decides everything

Why do two developers with the same college, the same years and the same IELTS end up in different places, one invited and one still refreshing the pool? Usually it is not the score. It is the experience letter. Indian IT companies issue HR templates with a title and two dates and nothing else, and IRCC maps you to a NOC from duties, not titles. If you write code, ship products or work with data for a living, the STEM category is open to you from India. This page shows what a strong file looks like and where the weak ones went wrong.

Your degree, your papers

Get the BTech and the M.Tech or MS both assessed

An Educational Credential Assessment (ECA) turns your Indian degrees into a Canadian equivalent for IRCC. WES charges about CAD 230 plus courier, and the report lasts five years. Developers often assess only the bachelor’s. If you completed an M.Tech, an MS abroad, an MCA or any second post-secondary qualification, send it. Two qualifications assessed together score higher than one, and those extra points are among the cheapest you can get. A BCA followed by an MCA is a common Indian pair that is often left unclaimed.

The big-IT-company letter problem

Large Indian IT employers issue standard experience certificates on request: name, designation, dates, sometimes a band. They rarely describe duties or technologies, and their HR desks often refuse to change the format. The way around it is a letter from a manager or project lead on company letterhead, or a sworn declaration backed by appraisal documents, offer letters and payslips. Which approach fits your employer is something we decide with you.

On-site years and H-1B

Time spent in the US, UK or Europe counts as foreign skilled experience. If you are in the US on an H-1B now, you qualify under Federal Skilled Worker with foreign experience, not the Canadian Experience Class. CEC needs the year inside Canada. Your US years need the same duty-based letters as any other job.

Senior software engineer: 21231 or 21232?

The same title maps to software developers and programmers (21231) when the work is writing and maintaining code, and to software engineers and designers (21232) when it is architecture, design and system integration. Both are in the STEM category. But the letter must support the one you choose, and it must be consistent across employers. Pick the code the papers back, not the one that sounds senior.

The engineering-manager trap

Once your letter leads with headcount, hiring, budgets and stakeholder meetings, IRCC may see NOC 20012, computer and information systems managers, a TEER 0 code outside the STEM category. If you still spend most of your week on technical work, the letter should say so, truthfully and in detail. If you have really moved into management, the category may not be your route, and we will say that plainly.

Where it professionals lose a year

Filing with the HR template

A two-line certificate cannot establish the NOC, the hours or the duties. A profile built on it can be refused after the invitation, when the fees are already paid. Fix the letters before the profile exists, not in the 60-day window.

Thinking a high score is enough

There has been no all-programme draw since 23 April 2024. A 490 in the pool with a NOC outside every category, or with under twelve months in any one code, is not competing in any round that runs. Category fit comes first. Score second.

Leaving freelance years undocumented

Years between employers spent on contract work vanish from the profile if the contracts, invoices and ITRs were never kept. Gather them now. Gaps also raise questions at the filing stage, so an honest, evidenced timeline protects you twice.

Not knowing the funds rule

Points you can still win

Language at CLB 9 or better

Most Indian developers use English all day and still walk out of IELTS with a 6.5 in writing. CLB 9 in every ability, on IELTS General, CELPIP-General or PTE Core, unlocks the skill-transfer points that pair language with education and experience. For a profile in the 450s, that jump is the difference between waiting and being invited. Prepare for the test as you would for a system-design interview.

Your spouse, scored properly

If your spouse also has a degree and decent English, their assessed education and language add to your total. In many IT households both partners are graduates and one is also in tech. Sometimes the spouse should be the main applicant. We compute both files before deciding.

A second qualification

An M.Tech, MS, MCA or even a recognised one-year post-graduate diploma assessed by WES lifts the education points and strengthens the transfer combinations. It is the least painful lever on this list. No exam, just paperwork and a fee.

French, if you have the time

The French-language category invited at 382 and 391 in August 2026, far below any STEM range. Reaching NCLC 7 in all four skills is a real commitment. But for a developer whose score cannot reach the STEM band, it is the lowest line on the board.

There is no licence to write software in Canada, and that helps you

Unlike a physiotherapist or an engineer signing drawings, a developer needs no regulator’s permission to work. There is no exam, no credentialling body, no provincial registration and no year of Canadian experience before you can start. From a PR planning point of view, that removes an entire second process. You land as a permanent resident, and you are as employable as your résumé makes you.

What replaces the licence: proof of duties

Because nobody certifies you, IRCC relies fully on paper to decide what you did. The key document is the reference letter. It must set out your duties in words that match the lead statement of your NOC, list the technologies you worked with, state your weekly hours, and carry dates, letterhead and a signatory who can be contacted. A letter that says “Software Engineer, 2019–2024” proves a job title and nothing more.

Freelance, contract and start-up work

Many Indian developers have years on Upwork, in contract roles through staffing firms, or in start-ups that no longer exist. This work counts if you can show contracts, invoices, bank credits and income-tax returns that match your dates, plus a clear employer history without unexplained gaps. Building that record is slower than getting an HR letter, and it is much of what we do for IT clients.

Questions it professionals ask us

  • Yes. NOCs 21231, 21232, 21234, 21211 and 21311 are inside the STEM category renewed for 2026, and the twelve months of experience can be entirely Indian. What has to be right is the NOC mapping and the proof behind it. That is where most refusals start.

  • The 2023–24 STEM rounds went between about 475 and 505, and 2026 STEM rounds have run 20 to 40 points below the CEC rounds of the same weeks.   • Federal Skilled Worker, because your experience is foreign. The Canadian Experience Class needs a year of work inside Canada. Your US years count fully, as long as the letters describe duties and hours.

  • No. There is no licence or regulatory body for software work. That removes a whole second process that other professions must run. What matters instead is the proof that your experience matches the NOC you claim.

  • No, and nor should anyone else in India without an MEA Recruiting Agent licence. Job-offer CRS points were removed in March 2025 in any case. The BC tech pathway needs an employer, which is why we do not build plans around it.

  • The PR side, end to end: ECA and language strategy, letter rebuilding and NOC mapping, the Express Entry profile, CRS optimisation and the full filing for you, your spouse and children. Government fees, tests and medicals are at cost. Instalments are available. A provincial nomination application is included at ₹1,19,999.

  • Yes. Her assessed degree and language result add points to your file, whatever her field. In a tight STEM round those points can be the margin, so we plan her test and ECA alongside yours.

  • Two to four months of preparation, then the wait for a STEM round or a provincial invitation on their schedule, then 60 days to file, then IRCC’s six-month standard, which is often exceeded. We do not quote a landing month, because the middle of that timeline belongs to IRCC.
