Seventy-nine. That is how many designated organisations were left in June 2026. Each one could support only ten start-ups in 2025. And none of them can issue a new commitment certificate since 1 January 2026. If someone is still quoting you a fee for a Canadian “letter of support”, they are selling a paper that cannot become a visa. This page tells you what happened, who lost money, and which Canadian permanent-residence routes a founder can still use. That last part is where we come in.

Where families lose money and years
A letter of support from an incubator only mattered once a designated organisation turned it into a commitment certificate. IRCC stopped accepting new certificates from 1 January 2026. Anything sold to you now under that name is just paper.
A new pilot has been signalled for 2026, but no details were published as of September 2026. Do not sit still for a programme that has no rules yet. If it opens and fits you, we will say so. Meanwhile the skilled routes are live.
British Columbia, Ontario, Manitoba, Saskatchewan and others still run entrepreneur streams, but they begin with a temporary work permit and need you to set up the business in Canada first. That is a work-permit path and we do not process it.
If you filed with a valid 2025 certificate before 30 June 2026, your application is still in the queue and is being processed slowly, over several years. Do not drop it on a rumour, and do not pay anyone to “speed it up”.
The India side nobody explains
Indian founders paid large sums to incubators and middlemen for letters of support that were never turned into a 2025 commitment certificate. With the certificate window closed, those letters have no immigration value. If you are one of these families, bring the papers to the call. We cannot get the fee back, but we can stop the next one being paid and put the same energy into a route that files.
Express Entry does not ask you to invest anything in Canada. So the LRS limit, the 20% TCS and the Overseas Direct Investment paperwork do not come into it at all. What it asks for instead is proof of your own work experience, language ability and settlement funds. Settlement funds are a normal LRS transfer once you have the visa.
Many Indian founders spent years as engineers, nurses, tradespeople or teachers before starting a company. If twelve of the last thirty-six months were in one eligible occupation, the 2026 category draws may be open to you. Whether your job title and duties match an eligible occupation is a detail we check on the call, because a wrong match wastes a year.

For new applicants the result is the same. IRCC stopped accepting new commitment certificates from designated organisations on 1 January 2026, and the last filing date for holders of a 2025 certificate was 30 June 2026. Applications already filed continue to be processed.
That is a contract question between you and the incubator, and we are not lawyers. What we can do is read what you were actually promised, tell you whether any of it had immigration value, and make sure your next rupee goes into a route that files.
Your permanent-residence application stays in the queue. IRCC continues to process these, but slowly — think in years. Keep your documents current, answer any request quickly, and speak to us before making changes to your business that could affect the file.
Provincial entrepreneur streams exist, but they start with a temporary work permit and expect you to set up the business in Canada before nomination. Work permits need a licence we do not hold, so we do not process that path and we will not pretend to.
