Clearance for Government Employees Travelling Abroad: Who Issues What
Departmental permission, political clearance, vigilance clearance, the identity certificate. Four different things, four different desks — and none of them can be obtained by a visa consultancy.
A government employee's visa file has one extra layer that nobody else's has, and it is the layer that most often causes the trip to be cancelled — not by an embassy, but by a delay inside their own department.
The confusion is understandable. Four different things get called "clearance", they are issued by four different desks, and the rules differ depending on whether you are central or state, which cadre you belong to, and what grade you hold.

Two practical consequences follow from that table.
First, private travel and official travel are different tracks. If you are going on holiday, to a family wedding or to visit a child studying abroad, what you generally need is your own department's permission, not an MEA clearance. If you are travelling on duty, on deputation, or representing your department, the official track applies and it is longer.
Second, these things queue behind each other. Vigilance clearance often has to exist before permission is granted. Permission often has to exist before your NOC can be issued. And your NOC is a document the embassy wants. Miss the order and the delay compounds.

Who your competent authority actually is
This is where general advice stops being useful, because the answer genuinely differs:
Central government staff — the rules sit with the Department of Personnel and Training and are applied by your ministry or department's establishment section
State government staff (including Punjab) — your own state's personnel department rules apply, administered by your department
PSU and autonomous-body staff — your organisation's own service rules, which often mirror government rules without being identical
Defence, police and paramilitary — separate and generally stricter chains, with their own timelines
Judicial and teaching staff — usually routed through the relevant registrar or director
Your establishment or administration section is the authority on which of these applies to you. Ask them in writing, early, and keep the reply.

Slots come from the embassy and VFS. Starting early is the only real protection.

Ask your establishment section what you need — in writing
Before booking anything. Ask specifically: what permission is required for private foreign travel, what is the current processing time, and does vigilance clearance have to come first.

Start the internal chain first, not the visa
Vigilance and permission are the long poles. The visa application is comparatively quick and can be built while they run.

Get the sanctioned leave order
With exact dates. This document has to agree with your NOC, your itinerary and your application form.

Then the NOC for the embassy
Designation, service length, exact sanctioned dates, no objection, and the line confirming your post is held for your return.

Then the visa file, and the appointment
Slots are released by the embassy and VFS, not by us or anyone else. Starting early is the only real protection against a tight window.
What a government post does for your visa file
A confirmed post, a service record and a pension are exactly the ties an officer wants.

Officers are not sceptical of government employees. The refusals we see in this group almost never come from the employment itself — they come from documents that contradict each other, which is a different and entirely avoidable problem. Punjab state departments: who this affects
The employees who come to our Patiala office most often are from education, health, police, PSPCL and PSTCL, revenue, transport, agriculture, PWD, local government and the universities — plus central offices in the district and PSU staff. The specifics differ department to department, but the shape is always the same: an internal permission chain that takes longer than people expect, and a leave order that must match everything else.
The things we will not tell you
We will not tell you a clearance can be expedited by us. It cannot.
We will not tell you an appointment is guaranteed inside your sanctioned leave. Slots come from the embassy and VFS.
We will not tell you a government post guarantees approval. Nothing does, and any firm claiming otherwise is telling you something they cannot know.

Questions government employees ask us
Generally no — political clearance from the Ministry of External Affairs is associated with official and deputation travel. Private travel usually needs permission from your own competent authority instead. But the rules differ by cadre and grade, so confirm it with your establishment section rather than with a blog post, including this one.
No. It is issued inside your department and no outside party can influence it. What we do is plan the visa timeline around it and tell you plainly if the dates no longer work.
Tell us before anything is submitted. Dates that shift after filing are a real problem; dates that shift before it are simply a new set of documents. The leave order, NOC, itinerary and form all have to be reissued together, not patched individually.
That is a question for your department, and the honest answer is that it depends on the inquiry and your service rules. It is also not something to leave undisclosed — a permission granted on an incomplete picture is worth very little.
