Luxembourg student residence for third-country nationals from India

Degree study in Luxembourg follows a two-step route set out by the Government's Guichet.lu portal. A student is a person "enrolled in a higher education establishment in Luxembourg" to pursue "a complete study cycle on a full-time basis leading to an academic degree or diploma"; doctoral researchers count as students. Recognised establishments are the University of Luxembourg, establishments awarding the advanced technician's certificate (BTS), and approved private higher-education establishments.

Step 1: temporary authorisation to stay, before entering

"The future third-country student must submit an application for a temporary authorisation to stay (on plain paper) from their country of origin" to the General Department of Immigration or to a Luxembourg diplomatic or consular representation. "The application must be submitted and approved before entering the country. Applications submitted from Luxembourg are inadmissible." The student may mandate a third party, such as the university, to carry out the procedures. Indian nationals then request a type D visa on the strength of the authorisation, lodged through VFS Global for the Embassy of Luxembourg in New Delhi.

Step 2: residence permit, after arrival

Within three months of arrival the student applies for the residence permit for third-country students, valid for one year and renewable for the duration of the studies. The temporary authorisation application carries your identity details, the admission letter, proof of sufficient resources for the year, health insurance and a criminal record extract, with certified translations where required.
