Why study in Belgium

Belgium offers a strong, well-respected higher-education sector at relatively moderate non-EU tuition — KU Leuven, Ghent University, the University of Liège, ULB (Brussels), VUB (Brussels), Antwerp, UCLouvain are all reputable globally. KU Leuven is consistently ranked among the top European research universities. The Belgian advantage for Indian students is twofold: (1) strong English-medium Masters programme catalogue across engineering, sciences, business, and life sciences; (2) relatively affordable non-EU tuition typically EUR 1,000-4,500 per year at public universities, well below the UK / Netherlands / German private peers.

The complexity is Belgium's federal structure: the Flemish community (Dutch-language and English programmes at KU Leuven, Ghent, Antwerp, VUB) and the French community (French-language and English programmes at ULB, UCLouvain, Liège) operate under separate higher-education frameworks with different equivalency processes, different admission portals, and different fee structures. Choosing the right side first is essential.

Belgian higher education structure

Belgium has two language communities for higher education, plus a small German-speaking community:

Flemish community (Dutch-language and English):

  • KU Leuven — Belgium's top university, broadly ranked in the global top-50; extensive English-medium Masters in sciences, engineering, theology, philosophy, life sciences.
  • Ghent University (UGent) — strong sciences and engineering, large English-medium Masters offering.
  • University of Antwerp — strong economics, social sciences, life sciences.
  • VUB (Vrije Universiteit Brussel) — Flemish-community Brussels university, strong English-medium programmes.

French community (French-language and English):

  • ULB (Université libre de Bruxelles) — broad academic university in Brussels, English-medium Masters in many fields.
  • UCLouvain — Université catholique de Louvain, broad academic, with the Louvain School of Management.
  • University of Liège (ULiège) — engineering, sciences, applied sciences.
  • University of Mons (UMONS) — engineering, applied sciences.

English-medium programmes

KU Leuven, Ghent University, ULB, UCLouvain, and most other Belgian universities have extensive English-medium Masters programmes — particularly in engineering, computer science, life sciences, biotechnology, economics, international relations, and law. Most require IELTS 6.5 or TOEFL iBT 90+.

For undergraduate programmes, English-medium options are narrower. Most Bachelors at Flemish universities are Dutch-medium (B2 Dutch required), and at French-community universities French-medium (B2 French required).

The long-stay D student visa

The Belgian long-stay D visa is the visa category for studies lasting more than 90 days. It is submitted at VFS Belgium in Delhi or Chennai.

Belgium's long-stay visa fee is EUR 200 — among the higher Schengen fees. Required documents centre on the admission letter (Toelatingsbrief), financial proof (~EUR 750-800/month for the duration), health insurance, accommodation evidence, language proficiency, police clearance certificate, and a medical certificate from a Belgian-embassy-recognised doctor confirming you are free of tuberculosis and other public-health concerns. The medical-certificate requirement is more rigorous than most Schengen study visas — plan ahead.

The visa takes typically 8-12 weeks from submission. Plan a 5-7 month total runway including admission, equivalency assessment, and document gathering.

Commune registration within 8 days

After arrival on the D visa, you have 8 working days to register at the local commune (gemeente in Flanders, commune in Wallonia/Brussels). The commune issues your CTI (Carte d'Identité d'Étranger / Verblijfskaart van Vreemdeling) — the Belgian residence card for non-EU students.

The CTI is the equivalent of Germany's Aufenthaltstitel or Italy's Permesso di Soggiorno. It is valid for the academic year and renewed annually.

Tuition and living costs

Non-EU tuition at Belgian public universities is moderate by European standards. Specific figures (2024-25 indicative):

  • Flemish community: typically EUR 1,800-4,175 per year for non-EU Masters. Specific figures: KU Leuven EUR 1,800-4,175 depending on programme; Ghent University similar.
  • French community: typically EUR 837-4,175 per year for non-EU students; specific minor degree may be at the lower end.

Compared to private institutions (Vesalius College, EHL Hospitality Business School Brussels), which charge EUR 8,000-25,000 per year, the public-university route is significantly more affordable.

Living costs vary by city:

  • Brussels is the most expensive — total monthly EUR 900-1,200 (rent EUR 500-800, food/transport EUR 300-400).
  • Leuven, Ghent, Antwerp, Liège, Mons are significantly more affordable at EUR 650-900/month total. Leuven in particular has well-organised student housing (kots) and a student-dense town centre.

  • University of Antwerp (Flemish) — strong economics, social sciences, life sciences.
  • VUB (Flemish, Brussels) — engineering, sciences, English-medium programmes.
  • University of Liège (French) — engineering, applied sciences.
